I thought pets attack whoever you target....at least it does so in PvE. I've never used a pet in PvP.

Actually what I've noticed with pets is that if you use a wand or staff or whatever long range you have (or melee)... Well any weapon regardless when you start attacking at a certain foe your pet immediately stops attacking the foe that it is on currently and begins to go for the one you're targetting. So that build could be very viable depending on the groups structure.

You will be doing 1 damage with each sword swing.
Why in the world would you bring 12 tactics and 3 swords?
This looks a lot like your duelist build minus the damage and plus a pet- i.e. categorically worse.
Forget Wary Stance, it's trash, and forget Healing Signet, it's bad too.
Get some swordsmanship, drop a lot of tactics, drop a few points out of beastmastery as well, get expertise, bring tiger's fury...
Basically, modify your duelist build a tiny bit to add more disruption, and there you have it.
